Heh – there’s disputed origins for that phrase, but for my money it comes from betting circles – someone so conceited that they back themselves to win the race.

Bwahahahahaha they don’t even get in with the looks department for me. Plus, hairstyle fails. /shallow moment
They’re perennial “playas” who succeed often enough to make the other sitcom men a bit jealous some of the time, but at other times the plotting makes them look pathetically needy/superficial. It all depends upon the vagaries of Narrativium per episode.
Captain Jack, on the other hand, just sends up the sparkle and makes everything better.
Sorry, but I can’t think of Neil Patrick Harris as anything other than Doogie Howser. Or maybe Dr Horrible…
